The Year of Creative Expression and Choice
2 + 0 + 1 + 9 = 12/3

3 = Expression & Sensitivity - (chakra) Throat – the higher creative centre 
Traditionally the number 3 is associated with the holy trinity and creation, it's a number that brings good luck and inspires and encourages generosity, power and positivity.
Certainly the 12, 1 & 2 that adds up to the 3 of this year, combines the chakras of the crown (1) and heart (2) and when these two align, the divine flow enters into the living experience of the 3 lower chakras.
 
The throat chakra is the bridge between the mind’s thoughts and body’s feelings, it’s the passage way between the mind and body. It's sensitivity is heightened as the 5 physical senses of smell, taste, sight, touch and sound all come together at this point highlighting the human capacity to sense what is ‘right’ for us if we are truely present and listening. 
Vibrations can be felt in our ears as well as sensed through the whole body, so the throat is an important instrument of expression and communication.
The Sanskrit name is Vishuddha or Vishuddhi, meaning purification. Here we are able to to uplift and transmute all vibrations, colours and sounds, from the lower to the higher frequencies. It is also known as the higher creative centre.
It is associated with the lower creative centre, the sacral chakra where creating and birthing those things that are important into our reality or life, occurs.
 
I like to call the throat chakra the choice centre as it is here where the inspired ideas accessed by the crown chakra, from the infinite possibilities of universal knowledge and wisdom, then descend into the higher intuitive centre of the brow and continue into the throat where we get to exercise our free will to choose.
It is here that choices are made, time and time again. Choices to follow the higher guidance of our soul, choices to listen to someone else’s guidance or will (past or present), or the choice to act on the dialogues of what the lower mind and past self protective mechanisms dictate.
 
2019/12/3 has chakras only from the heart up, heart, brow, crown, browandthroat as follows:

The crown chakra is our access point to infinite knowledge and wisdom
Through the crown we are able to go beyond the past limitations of conditioned thinking & gain true inspiration from our Soul and the Source of all that is.

9 - Wisdom & Integrity (chakra) brow, (quality) accessing the accumulated knowledge from your higher self, listening and following the guidance of your inner tutor.

The Meaning:
The brow chakra is doubly important this year. Perceiving the bigger picture is inspiring, so you may feel very creative looking at many possibilites. Listen to your higher guidance, make choices that are right for you & exercise correct use of will. "May thy will not mine be done".....
Express & communicate how you feel without expectations on how others may respond (that's their choice).
Do check in with the great balancer , your heart and endeavour to align yourself and be grounded before speaking and doing.
This year is likely to be fun and creative.
